My take is that in the future, time-travel is considered to be a form of sorcery and only a few possess the power. Employed assassins, usually disguised as beggars or vagrants are sent back through the stream to eliminate key historical figures and rogue Timestreamers by ripping them out of the space-time continuum completely with the 'Nullifier'.
